RC Port of Spain West: Paramin Development Committee – A Rotary Community Corps

According to Rotary International, the PDC, RCC ID #117 was organized on September 1, 1986, but our local accounts confirm that the work in Paramin was actually started in 1977 under the guidance of then President Andrew Mc Eachrane.  It was called at that time, ‘The Model Village Project” and RC Port of Spain West (RCPOSW) worked tirelessly to nurture the village through education, self-sustaining projects and financial support.  President Jaspal Bhogal, in his year 1986-1987 stated in a club address, “Community Service is the heartbeat of Rotary… which encourages the Rotarian to apply the ideal of service to his own neighbourhood… to cause him to consider his citizenship in relation to the world, the nation and the community”.  During their respective terms of presidency, all of our Presidents led their executives in service of Paramin. 
 
Noteworthy activities included:
  • Donation of fruit trees with the long term purpose of establishing a food co-operative in the village.
  • The club was also instrumental in arranging the installation of a Pump Connection at the Base Station at the foothill or Paramin.  The community at that time could not enjoy pipe-borne water to their homes. 
  • A Dental Service program by Dr. Paul Fajgenbaum (Past President) for villagers commenced on 8 August 1984 at his office, where he provided preventative dentistry free of charge! This service continued weekly for 36 years up until the 2020 during the Covid-19 pandemic.
  • Many other projects through the years including the introduction of a Scout Troop, execution of overseas youth exchanges, establishing a community library and an annual health fair, just to name a few.
The PDC was incorporated by Act of Parliament no.14 of 1986 on 7 August 1986 which allowed them to operate independently, and through an organization recognised by the Government of T&T.  Later that year, the Paramin Development Committee (PDC) was presented with its Rotary Village Corps (RVC) Certificate on 22 December 1986.  The deposit for land to house a community centre was contributed by Sydney Phillips and the club assisted in the design, securing building approval, regularizing the title to the land and eventually building “The PDC Activity Centre”.  The relationship did not end there… The RCPOSW continued on, supporting where necessary and ensuring that the newly formed PDC could operate in a sustainable way.  Both organizations continued to grow, but never apart.  The Activity Centre has housed many fundraisers, weddings, children’s camps, birthday parties and fellowships.  The PDC’s annual fundraiser, which started way back in December 1980, still leaves Trinidad nationals yearning for the sweet sounds of the Parang in Paramin!  This event has been essential to finance the community activities of the PDC.
  
President Gregory Bourne, seeing the need for communications infrastructure coming out of the COVID-19 Pandemic, saw it fit to transform the building into a Modular Learning Center & Internet Café, with the assistance of Club Service Director, Sonya Phillip.  The club was fortunate enough to receive $100,000.00 in the form of an E.P.I.C. Grant from The Digicel Foundation and the centre was declared open in December 7th, 2022.  District Governor Leslie Ramdhanny visited the centre shortly thereafter and listened intently to the history of the ‘Community Corps’ relationship as recounted by  Tony Campbell and active Charter Member Saty Seemungal, who both made significant contributions to the work over the years, up at Paramin.   DG Leslie congratulated the club, not only for the recent Paramin Community Connect Project, but for the 46 years of committed service by the club to the Paramin Community. 
 
 
 
Le Comité de Développement de Paramin (CDP) - Une Unité de Développement Communautaire (UDC) du Rotary par le RC Port of Spain West
 
Selon le Rotary International, le PDC, UDC id #117 a été organisé le 1er septembre 1986, mais nos comptes locaux confirment que le travail à Paramin a en fait commencé en 1977 sous la direction du Président de l'époque, Andrew Mc Eachrane.  À l'époque, on l'appelait "le Projet Village Modèle" et le RC Port of Spain West (RCPOSW) a travaillé sans relâche pour nourrir le village grâce à l'éducation, à des projets autonomes et à un soutien financier.  Le Président Jaspal Bhogal, en 1986-1987, a déclaré lors d'un discours au club : "L'action d'intérêt public est le cœur du Rotary... qui encourage le Rotarien à appliquer l'idéal de service à son propre quartier... pour l'amener à considérer sa citoyenneté par rapport au monde, à la nation et à la collectivité".  Au cours de leurs mandats respectifs, tous nos Présidents ont conduit leurs cadres au service de Paramin. 
 
Parmi les activités notables, on peut citer :
 
  • Donation d'arbres fruitiers dans le but à long terme de créer une coopérative alimentaire dans le village.
  • Le club a également joué un rôle déterminant dans l'installation d'une connexion de pompe à la station de base située au pied de la colline de Paramin.  À l'époque, la communauté ne pouvait pas bénéficier d'un approvisionnement en eau par canalisation. 
  • Le 8 août 1984, le Dr Paul Fajgenbaum (ancien Président) a mis en place un programme de soins dentaires à l'intention des villageois dans son cabinet, où il a dispensé gratuitement des soins dentaires préventifs. Ce service s'est poursuivi chaque semaine pendant 36 ans, jusqu'en 2020, lors de la pandémie de Covid-19.
  • De nombreux autres projets ont vu le jour au fil des ans, notamment la création d'une troupe de scouts, l'organisation d'échanges de jeunes à l'étranger, la création d'une bibliothèque communautaire et l'organisation d'une foire annuelle sur la santé, pour n'en citer que quelques-uns.
Le CDP a été constitué en société par la loi du Parlement n° 14 de 1986 le 7 août 1986, ce qui lui a permis de fonctionner de manière indépendante et par le biais d'une organisation reconnue par le Gouvernement de Trinidad-et-Tobago.  Plus tard dans l'année, le Comité de Développement de Paramin (CDP) a reçu son certificat de Rotary Village Corps (RVC) le 22 décembre 1986.  Le dépôt pour le terrain destiné à accueillir un centre communautaire a été versé par Sydney Phillips et le club a contribué à la conception, à l'obtention de l'autorisation de construire, à la régularisation du titre de propriété du terrain et, finalement, à la construction du "Centre d'activités du CDP".  La relation ne s'est pas arrêtée là... Le RCPOSW a continué, apportant son soutien là où c'était nécessaire et veillant à ce que le CDP nouvellement formé puisse fonctionner de manière durable.  Les deux organisations ont continué à se développer, sans jamais s'éloigner l'une de l'autre. Le Centre d'activités a accueilli de nombreuses collectes de fonds, des mariages, des camps pour enfants, des fêtes d'anniversaire et des rencontres.  La collecte de fonds annuelle du CDP, qui a débuté en décembre 1980, laisse toujours les Trinidadiens nostalgiques du doux son du Parang in Paramin !  Cet événement est essentiel pour financer les activités communautaires du CDP.
  
Le Président Gregory Bourne, constatant le besoin d'infrastructures de communication suite à la pandémie de COVID-19, a jugé bon de transformer le bâtiment en Centre d'Apprentissage Modulaire et en Cybercafé, avec l'aide de la Responsable Action du club, Sonya Phillip.  Le club a eu la chance de recevoir 100 000 dollars sous la forme d'une subvention E.P.I.C. de la Fondation Digicel et le centre a été déclaré ouvert le 7 décembre 2022.  Le Gouverneur du District, Leslie Ramdhanny, a visité le centre peu de temps après et a écouté attentivement l'histoire de la relation " Community Corps " racontée par Tony Campbell et Saty Seemungal, Membre Fondateur actif, qui ont tous deux contribué de manière significative au travail au fil des ans, à Paramin. Le DG Leslie a félicité le club, non seulement pour le récent projet Paramin Community Connect, mais aussi pour les 46 années d'engagement du club envers la communauté de Paramin.
